construction determined, it may, before beginning work, be
necessary for the Consulting Engineer to revise his
estimates, in order that the Secretary of State and the
Colonial Government may know as exactly as possible the
expenditure to which they are committed. If a contract is
to be let this will naturally be done after the receipt of
tenders, but before deciding on the acceptance of any one
of them. If the work is to be done departmentally then it
may be necessary for the Consulting Engineer to examine
his previous estimates, taking into account any fluctua-
-tions in prices, changes of design or other causes tend-
-ing to render them no longer applicable. Should he see
reason to anticipate material excess over the sum sanction-
-ød he should at once bring the matter to the notice of
the Crown Agents that they may obtain the instructions of
the Secretary of State before proceeding.
8. Should the scheme described in the Consulting Engineers'
report not have been worked out in full detail it will be
desirables if time permits, to do this now, after further
surveys if necessary.
Although it is possible under the departmental system
to beging the work without the full preparation of plans
specifications and quantities which are indispensable for
the proper letting of a contract, yet the careful prepara-
-tien of preliminaries affords the Government not only a
reliable forecast of expenditure but also a means of watch-
-ing and checking the progress of the work during con-
-struction. In this connection attention is called to the
Circular Beaded "Tinancial Responsibility of Consulting
Ingineer" dated March, 190], of which a copy is attached.
In the case of a large work to be executed depart-
warantally an estimate subdivided in full detail, with
approximate quantities, rates and amounts set out as far as
possible for each item, should be drawn up by the Consult- -ing Engineer and submitted for the sanction of the
