The system of letting petty contracts up te
date is quite satisfactory, but the Auditor is commencing to ask for a great deal of information which I think is unnecessary for him. I have written about this in my No. 933 dated 31st. August. This point I think should be brought up at a monthly meeting as it will lead to a good deal of discussion.
For heading and driving and enlarging &c.,
I do not think anything can beat the system of petty contract provided the Auditor does not hedge.the system round with all serts of conditions. It is impossible to ask for tenders from several porsens people, as the work must go to the man who have experience in the actual werk to be done and who have been work- -ing er constantly watching the present work. There is no competition and if this system is to be allowed the Government must be prepared to put their trust in those whom the Consult- -ing Engineers have appointed that the work will be done as cheaply as possible.
The same applies to the wes brick lining though outsidera have a better chance here but still there is not much competition.
