System of working. I do not see what check the Auditor can want on such works; I sign the vouchers at the bottom to the effect that "the account is correct and was incurred under my authority and that the rates charged are according to contract or fair and reasonable". This I consider should be sufficient for the
Auditor.

The System of Departmental Constructions depends for its economy and speed on the power given to the Engineers to let petty contracts on the spot, and of giving a bonus to daily coolies etc., as a reward for extra speed in carrying out the work.

In many cases these petty contracts are given to the head men over a gang of daily paid coolies. To take a simple example a gang of coolies under a native No. 1 or an European foreman may be working at a heading in the tunnel on daily pay. The exact cost per foot run is known and the material through which the heading is being driven being fairly uniform, a gain in speed might with great advantage to the Railway result by giving a certain bonus for every foot of heading driven over and above a certain weekly average, or else by letting a petty contract to the head man, the prices of such petty contract being based on the actual cost up to date which is known. Such a contract must be arranged and agreed to on the spot and in order to allow of a low rate being fixed, whereby the Railway takes the risk of any unforeseen difficulties which might arise, or on the other hand be able to take advantage of any favourable circumstances which would tend to cheapen the work, the contract must be of a very temporary nature terminable at short notice on either side. Asking for tenders for such work is out of the question.
