I would remind Your Lordship in

this connection that when the Tung Wa Hospital was built

a grant of $115,000 was made out of public funds, and that

the Government gives an annual donation of $6,000 to that

institution, to be raised to $8,000 from the 1st January

next under sanction of Your Lordship's Despatch No. 206

of the 27th September last, and pays the Resident

Surgeon's salary. In this case the Chinese prefer to engage and pay their own Resident Surgeon.

The above recommendations are

made subject to the following stipulations, which the

promoters of the scheme are prepared to accept:-

(a) The new Hospital shall be under the

management and control of the Tung Wa Hospital Committee.

(b) There shall be a Resident Surgeon

trained in Western Science and approved by the Governor.

(c) A member of the Government Medical

Department shall be appointed Visiting Physician.

(d) The Hospital shall be open to the

inspection of the Principal Civil Medical Officer at all

times.
