I have the honour to state that this Government has for some time past had under consideration the advisability of providing suitable hospital accommodation on the Northern side of the harbour to meet the needs of the continually increasing numbers of Chinese resident in the Kowloon Peninsula and adjacent Districts.

2. The Chinese population of old Kowloon has risen from 25,442 in 1897 and 42,796 in 1901 to 52,331 in 1906; that of new Kowloon exclusive of the New Territories was 17,836 persons in 1906. This population largely depends for hospital treatment upon the Tung Wa Hospital in Victoria, which on the one hand is very inaccessible to patients from across the harbour, and is further possessed of resources which are not more than sufficient to meet the demands of the Chinese resident in the Island of Hongkong.
