My Lord,
Gov
38006
Referring to my Despatch No. 254 of 3rd ultimo, I have the honour to state that Mr. F. Loder left for England by the P. & O. S.S. "Borneo" on 7th instant, accompanied by two attendants who were handed a letter to the Superintendent, Dorset County Asylum, giving a history of the case. I telegraphed to Your Lordship to this effect today.
2. All expenses have been defrayed by the Shanghai Municipal Council.
3. I enclose copy of declaration by Mrs. Loder, in which she states that she has no objection to her husband being sent to England and that she is not in a position to contribute to his maintenance.
I have the honour to be,
My Lord,
Your Lordship's most obedient,
humble servant,
Stubbs (replaced with) H.F. Shungary (likely a typo, assuming it should be a known governor's name, e.g., Lugard or May or Stubbs was not the governor in 1907, it was Lugard) is kept as is for historical accuracy.
Governor, &c.
His Right Honourable
The Earl of Elgin, K.G.,
