framed and submitted to Your Lordship and you will observe
that no provision has been made for the proposed appointment.
I anticipate, however, that other changes consequential upon the recommendations of the Commission or
which with the approval of the Legislative Council I
propose to introduce will effect a saving on the total
charge for Personal Emoluments of the Department which will
more than cover the salary of the Head of Department. I
propose that the salary of the Head of Department should
be $4,800 to $5,400 by $300 triennially with Exchange Compensation (or £600 to £720 by £40 triennially when quoted
in Sterling) with Conveyance Allowance at $360.

Confidential Despatch of 29th May, 1907, consisted of a
Précis of the correspondence which has taken place on this
subject, and this was followed by the enactment of the
Amending Ordinance (Public Health and Buildings Ordinance)
No. 23 of 1903 by which effect was given to the views
expressed by the Secretary of State in his Despatch of
13th July, 1903, and an Administrative Head was created.
