Since my arrival in the Colony, I have devoted considerable time to the study of the various questions arising out of the Report of the Sanitary Commission which was forwarded to Your Lordship with Mr. May's Confidential Despatch of the 29th May, 1907, and I shall shortly submit my views in detail to Your Lordship in reply to your Confidential Despatch of July 23rd.
2. In the meantime I am fully convinced that the Administrative Head of the Sanitary Department should be an Officer who is able to devote his entire time to the work of the Department, and I have therefore the honour to express my general concurrence in the proposals submitted in Mr. May's Confidential Despatch of June 15th last and to request your sanction to give effect to the appointments recommended therein.
