Tunnel I had we could dislodge three (3) times more material for the same amount of ammunition as is required here, I don't know what this Tunnel will be for water as we get further in but at the present time it is making as much as would fill a six-inch pipe continually at each end which represents a very heavy downpour for men to work under, and it is impossible to make such fast progress under the circumstances as would be the case in dry and free working ground.

As a matter of fact, I would beg to say in fairness to the Englishmen here as well as myself, we are doing our level best to teach the natives the proper way of Tunnel working and I am pleased to say that in several instances we are meeting with some of them who bid fair to make very good men, but to get an adequate staff of natives would mean a great delay in time for the proper progress of this Tunnel.

Yours faithfully,

(sd.) W. Waite, Superintendent of Tunnel.
