be seriously hampered by the sudden resignation of one
of the staff. When the classes were started great difficulty
was experienced in obtaining the services of the required
number of teachers and three classes came to grief during the
year owing to resignations.
The nucleus of a permanent teaching staff
might be gradually formed by adding to the ordinary agreement
under which teachers are engaged the special condition that
they would be expected if called upon to do so, to take one or
more classes in the Evening Continuation Classes, the rate of
pay for this extra work being inserted in the memorandum of
conditions of service which is supplied to applicants. Although
very strong objections have been raised to the addition of such
a condition we do not think that it can be regarded as un-
reasonable or that it would act as a deterrent, and we recommend
that the views of the Inspector of Schools and of the Headraster
of Queen's College on this point be ascertained.
26. In any case greater permanency can be secured by
engaging teachers by the term or the year whenever there is no
reason to fear that a class will close for want of students
and the engagements should not be terminable as they are at
present on either side without notice. Even in the case of a
class which is of a tentative nature the engagement should be
by the month.

THE ORGANIZING SECRETARY.
The title, status and duties of the Organizing
Secretary as he is now called, are of considerable importance.
The classes are now managed by a Committee of which the
Registrar-General is Chairman, and by the Secretary to the
Committee who is organizing secretary; but the organizing
secretary has no authority except in the specific

be by direct order of the Committee. A more immediate and
efficient control over the classes is required than is afforded by
