I propose that the classes shall be a Sub-Department of the Education Department, that the Inspector of Schools should receive $50 a month, for the next proximate 8 months during which the classes will be actually held, for his work in supervising and controlling them, and that a clerk should be supplied for 8 months at $40 a month. I have, subject to Your Lordship's approval, appointed Mr. Ralphs to be Director on $1,200 per annum for one year, a salary which will recoup him for the loss of the $120 during session which he enjoyed in his former capacity. Mr. Ralphs is the senior of the Masters of Queen's College engaged on the Teaching Staff of the Classes, and is therefore the most suitable for the appointment. His work, involving as it will the organisation of classes for successive sessions, will involve much work out of session. It is therefore reasonable that he should be paid the whole year round.
I have appointed the signatories of the report, with the exception of the Inspector of Schools, to be an Advisory Committee to assist the Inspector with their counsel and advice.
