Report on Ordinance No. 15 of 1907.
I have examined the accompanying Ordinance, entitled
An Ordinance to prevent the Publication of Seditious Matter
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The object of this Ordinance is to expressly prohibit the publication in Hongkong of seditious matter in relation to the Chinese Government. It follows in brief Article 75 of The Ching and Corea Order in Council 1904.
