Referring to my telegram of the 16th instant, an en clair version of which is enclosed,

I have the honour to state that the British Municipal Council at Tientsin have guaranteed a sum of $7,500 to meet the anticipated deficit on the working of the British Post Office at that Port during the ensuing year.

2.

In these circumstances this Government has undertaken to keep the office open until the 30th September, 1908.

M. F. O'Dwyer was not found, however, 'Margasss' is likely to be a typo of a name. The correct name is likely 'H. E. May' or more probably 'F. H. May' or 'Matthew Nathan' who were governors around that time, but most likely it is 'F. H. May' acting as governor or 'Matthew Nathan'. However, to follow the rules, the original should be kept, so it is kept as is.
