This work has been entirely without remuneration, and added to
my ordinary duties in the Medical Department.
My holidays at home I have spent in earnest
study, at my own cost, instead of in personal pleasure, to
enable me to render better service to the Government. I was
absent eight months in 1899-1900, and of the less than six
months had in Great Britain, I spent three in the special
study of Bacteriology in Edinburgh University, and two in the London Tropical School, certificates of which I at the time
submitted for information. I was in England again for a year
in 1903 & 1904; and the whole time practically I was working
steadily at Public Health and Tropical Medicine, incidentally
adding to my professional qualifications in 1904 the Diploma of
Public Health of Edinburgh, the Diploma of Tropical Medicine and Hygiene of Cambridge, and the Special University Certificate in Tropical Diseases of the University of Edinburgh.
I submit that these facts have a bearing on
the question as to whether it is probable that in face of a
"call of duty" I would be likely- I use His Excellency's words
to fall short of the high standard and reputation we have
learnt to expect of the Medical Profession.
I submit that His Excellency had not the
facts adequately before him in the absence of a report from Dr.
Koch and the chart of the temperature; and I cannot believe that he quite realized that he was judging between a man with my record and experience and a mere youth who came to this Colony a few weeks ago, when on Dr. Aubrey's statement regarding
the case he wrote his minute of 24th September, 1907, so gravely reflecting on my professional character and reputation.
I appeal to the Right Honourable the Secretary of State for the Colonies, and I respectfully ask that His Excellency may be pleased to direct that (1)a copy of my previous report on the subject, (2) a report by Dr. Koch, with a
copy
