Report on Ordinance No. 13 of 1907.
I have examined the accompanying Ordinance, entitled
An Ordinance to limit the imposition of punishment
by public exposure in the stocks,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions
Section 67 of The Magistrates Ordinance 1890 vests in a
Magistrate a general power to impose "the stocks" as a punish-
ment. Strong representations were made to the Government by the
Chinese community to restrict this power to the more grave
offences and this Ordinance limits the imposition of such
punishment to offences punishable with imprisonment only and
where there is no power to impose a fine.
