Chinese in Hongkong expect the same notice to be given. It is desirable whenever the Head of a Department finds it necessary to take notice of any slackness in complying with the law or to put a stop to gradual encroachments on the part of individuals or to bring some new regulation into force, for him to consult the Registrar-General and ask him to notify the people affected in the usual way.
