1. As it appears improbable that Arther Loder's father, Mr. W. Loder, who resides at Bishop's Coundle, Sherborne, Dorset, is possessed of sufficient means to contribute to his maintenance, presumably it will become a charge on the rates. Should the Dorset Asylum desire any further information, I request that they may be directed to correspond direct with the Secretary of the Shanghai Municipality. Mr. Loder has also a brother, Mr. E. Loder, who is Secretary to the Sailors Home, Dock Street, London, E.

5. I enclose copy of a letter from the Secretary to the Municipal Council at Shanghai relative to Mr. Loder's condition.
