Referring to Your Lordship's Despatch No. 50 of 9th March last on the subject of the supply of defective pipes for the main to the Peak Service Reservoir, I have the honour to forward a memorandum by the Director of Public Works dealing with various points raised in Mr. Stanger's Report.

It will be seen from Mr. Chatham's remarks that no 5" or 6" pipes have ever been obtained except through the Crown Agents and that all such pipes have been supplied by Mr. E. Smith of Wednesbury.

As regards Mr. Stanger's suggestion that some of the 5" pipes supplied under the 1900 indent may have inadvertently been employed on the construction of the main, no definite information can be obtained, but the Director of Public Works states that the remainder in stock when the later consignment arrived only
