In regard to the rendition of one Adsetts on a charge of murder in Hongkong, the Judge of the United States Court here to whom the question was referred by the Washington State Department, has consulted me on several occasions.

I suggested that the United States should withdraw protection and permit the Chinese Government, in the exercise of their inherent jurisdiction, to place Adsetts on a British ship bound for Hongkong. This course the United States Judge agreed to, as a last resort, but he preferred regular extradition proceedings from Manila if it could be arranged that a United States ship-of-war should take Adsetts there.

This course has now been adopted by the United States State Department, as I telegraphed to Your Excellency on the 7th instant and again today.
