expense in order to bring to justice a citizen of the

United States Republic accused of murdering another

citizen of that Republic while passing through the juris-

-diction of this Colony en route from American territory.

Had reasonable facilities for furthering the course of

justice existed between the two Government much of the

innumerable telegrams, correspondence and expense might

have been saved, and I venture to submit for Your Lord-

-ship's consideration that the present case may be useful

for bringing about measures between the Government of His

Majesty and that of the United States which may obviate

such difficulties in future in respect of fugitives who

take refuge in Treaty Ports of China.
