No lose re 418 instructions from the Judge of the American Supreme Court at Shanghai, and he was ordered on board the American Man-of-War. He asserted his innocence and refused to go but was carried bodily out of Court resisting as much as he could. I attach a copy of his protest which is interesting.
A complete and certified copy of the proceedings in the American Consular Court has been kindly furnished to me.
3. On his arrival the Governor-General of the Philippines requested the Admiral Commanding the Squadron to deliver the prisoner to the Police of Manila. He was detained by them pending arrival of the necessary documents from Hongkong when he was handed over to the Constables sent by this Government to bring him.
4. I later received a letter of which I enclose a copy from the Acting Judge of the British Supreme Court at Shanghai which shows that the United States Government were prepared to adopt another course had the one proposed proved impracticable.
5. The case is one of such interest from a legal point of view that I have thought it probable that Your Lordship would wish to have these full details of the steps which led to extradition. This Government has spared no pains and has been put to a not inconsiderable expense.
