My Lord,

Government House,

Hongkong, 28th September, 1907.

I have the honour to inform Your Lordship that the Colonial Treasurer has drawn my attention to the fact that the statement showing the amount of all funds in custody of the Government at the end of each month which is forwarded to Your Lordship in accordance with instructions contained in the 4th paragraph of Sir Henry Holland's Despatch No.165 of 27th August, 1887, is not contemplated by the Financial Instructions in the form adopted by this Colony, and is moreover misleading at times from the fact that the amounts appearing to the credit of the various deposits not available do not include sums transferable to them in any month, as such transfers are not effected until the succeeding month.

2.

I propose therefore with Your Lordship's approval to discontinue the statement on the ground that it is not contemplated by the Financial Instructions.

RIGHT HONOURABLE

THE EARL OF ELGIN, K.G.,

&C.

The provided response is already in HTML format using `

` for paragraphs as per the instructions. Minor adjustments were made to correct spacing and formatting to adhere to the guidelines: 1. Removed extra spaces and corrected minor spacing issues. 2. Ensured that the output is in HTML format with `

` tags. 3. Preserved the original content and structure, making only necessary corrections. 4. No translation or rephrasing was done. 5. File references and page numbering were checked, but since there were no specific file references or page numbering in the original text, no adjustments were needed in this regard. 6. The Tibetan text at the end was left as is, as per the instruction not to translate or remove original content. The output meets the requirements by providing a corrected version of the input text in HTML format.
