I don't know what the exact legal position of the Philippines is for extradition purposes - whether they are included in U.S. "territories".
If they are, and Adsetts is extradited to Hongkong, it will not only be a satisfactory solution for the present case, but also a useful precedent for the future.
The U.S. possibly appear (para 2 of its memo herewith) to be the only countries with Great Britain whose treaties with Ecuador provide for extradition.
