My Lord,
With reference to Sir Matthew Nathan's Confidential Despatch of the 10th of March, 1906, and to Your Lordship's reply of the 12th of April in the same year, I have the honour to transmit the enclosed copy of a letter from Mr. Young Hee, Headmaster, Wantsai District School, in which he asks that from the 1st of January next he should receive the same scale of salary as the Headmasters of Yaumati and Salyingpun District Schools, viz.:- £360 rising to £450 per annum by £30 triennially.

In December last Mr. Young Hee applied on general grounds, such as the increased exchange value of the dollar, increase of his family by 2 children born since he entered the service, increase in cost of living, and the equality of cost of living in his case with that of an average European family owing to the fact...
