Expenses and field allowances, but so far nothing has been shown to indicate that they were intended to include house allowances. On the other hand there are no reasons why house or lodging allowances should be given, and the action of the Colonial Government in charging a small rent based on the actual cost of the house supplied is perfectly reasonable.
3. As regards paragraph 6 of your despatch, if an officer is absent from work on leave he is obviously not "actually serving there on duty", and there is no reason why he should receive an allowance intended to cover travelling expenses and field allowances during a period when he is neither travelling nor on duty.
If then a member of the staff is absent on any day (except Sundays) he has no claim to receive his consolidated allowance in respect of that day.
