I have the honour, respectfully beg leave to bring the following to your notice:
(1) In 1905, I was a Private soldier stationed with my regiment (the 2nd Royal West Kent) in Hongkong. As the time of my service was approaching expiration, I began to look for Civil employment. Among the various places that I applied for employment, were the Sanitary Board and the Government Medical Department of Hongkong.
(2) In May 1905, I received a communication from the Sanitary Board, requesting me to call with my application for employment as Inspector. I called as requested, and was interviewed by the then,
