I have the honour to acknowledge the receipt of your despatch No 202 of the 3rd of August and to inform you that I approve the appointment of Mr H.J. Watson to be First Clerk in the Mercantile Marine Office in succession to A.P. Guterres.
2. I see no objection to the proposal that Mr Watson should be allowed to draw the maximum salary of the post, but I would invite your attention to a difficulty which will probably arise in consequence of his being paid in dollars without exchange compensation.
I presume from the fact that Mr Watson has hitherto been drawing exchange compensation and will be entitled to special rates for leave and pension that he has a European domicile. He will therefore probably wish to spend his leave and will almost certainly wish to draw his pension in Europe.
In that event considerable inconvenience will result from the fact that he will receive leave pay and pension at the current rate of exchange, since...
