1. Interpretation of the C.O. leave regulations noted.
2. I wish however still to press my claim for a proper hearing of my defence of the charge of negligence brought against me. The charge was made in as public a manner as possible through the medium of the Colonial Office. My answer to the grounds for the charge (which it took some two or three months to obtain from the Transvaal) has been entirely disregarded: no attempt being made to verify or disprove my points, though paper references could have been found for every detail, and though a Senior Official of the Colonial Office (Mr. Fiddes) allowed (in conversation) that my defence on the face of it was good.
I desire therefore to press my claim for proper enquiry into my defence of the charge of negligence - which by the way formed the reason for the refusal of the leave.
