My Lord,
Government House,
Hongkong,
26th July, 1907.
I have the honour to transmit the enclosed copy of a minute by Mr. E. R. Hallifax addressed to the Colonial Secretary after perusal of Your Lordship's Despatch No.128 of the 18th ultimo.
2. I know nothing of the facts of the case, but Mr. Hallifax, who is an Officer of whom I entertain a very high opinion, feels that it is unjust that charges which he regards as unfounded should remain on record against him uninvestigated.
I have the honour to be,
My Lord,
Your Lordship's most obedient,
humble servant,
Amey
Officer Administering the Government.
RIGHT HONOURABLE
THE EARL OF ELGIN, K.G.,
&C.
