I have examined the accompanying Ordinance, entitled

An Ordinance for giving to a Foreign Company called
the Nederlandsche Handel-Maatschappij certain facilities
for carrying on its business in the Colony
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions
The object of this Ordinance is fully set out in
the preamble.
