Demanded extradition, offered to send documents evidence, British Consul at Chefoo replies competency of American Consular Court under consideration of American Supreme Court Shanghai: murder peculiarly brutal. Suggest immediate communication with United States Government: Attorney General draws attention to case of Jackson American Treatise Moore Extradition 1881 volume 1 page 140.
