With reference to paragraph 3 of my Confidential Despatch of the 14th June last, I have the honour to transmit for Your Lordship's information the enclosed copy of a detailed estimate of the cost of the British Section of the Kowloon-Canton Railway, together with copy of a Memorandum by Mr. G. W. Eves explaining the large increase over the original estimate made by Mr. J. C. Bruce.
