There is an Official Despatch Delivery Station (Man Po Kuk) which was established with the sanction of the Hongkong Government. The cost of maintaining this station, although greatly reduced, still amounts to 160 taels per month; but since the establishment of the Chinese Post Office, it has nothing to do. The opportunity should be taken of changing the title of the officer in charge of the station to "The Officer in charge of the Chinese Official Despatch Delivery and Chinese Commercial Agent". If this work was given to the Imperial Chinese Telegraph Administration to carry out, the expenses could be reduced still more. In conclusion Taotai Wan says that if the proposal is approved he will furnish further details as to conditions and regulations.
Since the receipt of the above reports the Provincial Treasurer has been asked to communicate and discuss with the Shin Hau Kuk (Organization Department) and the Bureau of Agriculture, Manufacture and Commerce as to the advisability of adopting the course suggested therein and to send a report to the Viceroy.
