Sir,
I have the honour to transmit the enclosed copies of translation of official communications which have recently appeared in 2 Hongkong and 1 Canton Newspapers and which purport to have passed between the Superintendent of the Chinese Telegraph Administration, which by the courtesy of this Government has been permitted to maintain an office in Kowloon and another in Victoria, and the Viceroy of the Two Kwang.
It is needless for me to point out the grave impropriety of these communications in which both the Viceroy and the Superintendent of the Branch of the Chinese Telegraph Administration abuse the hospitality accorded by this Government to the latter by interfering in matters which concern this Government, and which if the Viceroy desires discussion of them, should properly have formed the subject of communications through the recognised official channels.
I have therefore to request that you will be good enough to inform the Viceroy that this Government regard the assumption of official functions by Wan Ho, who is permitted to reside in Hongkong as the Manager of a Commercial Undertaking, as an unfriendly act against which it may have to protect itself by forbidding Wan Ho to continue to reside in the Colony.
In view however of the friendly relations that have hitherto existed between the Viceroy and this Government, I am unwilling to take the extreme measure of removing Wan Ho if it can be avoided, and I feel sure that now that the Viceroy's attention has been called to the irregularity, this
