China. In fact no efforts have been spared to assist the

Chinese Authorities, and I wish I could say that those

Authorities show any capacity for reciprocation in fulfill-

ing various obligations towards this Colony.

It is still uncertain whether

Viceroy Shum will come to Canton to take up the post Chou

Fu has vacated. I have invited Shum to stay at Government

House on his way through Hongkong, but if he does come here

it is not likely that he will stay more than a few hours.
