With reference to Sir Matthew Nathan's Despatch No. 364 of the 10th of October, 1904, I have the honour to inform Your Lordship that the Superintendent in the Colony of the Chinese Telegraph Administration has during the past few months been making himself conspicuous by writing official reports on public questions to the Viceroy of the Two Kwang which have been published in the Native Press.
2. In March last such a report on Chinese emigration from Treaty Ports in China and from Hongkong was published. This was followed in May by two reports, likewise published in the Native Press in one instance in the Colony, in the other in Canton, translations of which are appended to the letter, copy enclosed, which I addressed to His Britannic Majesty's Consul-General at Canton.
