The data at my disposal are not sufficient to enable me to form an approximate estimate of the future annual cost of the classes to the community. The Committee of Enquiry now sitting have been instructed to report fully on the subject, and when their Report, which may be expected shortly, is received I will address Your Lordship further on this matter and on the subject of the final organization of the scheme.
