On the organization of the classes upon a permanent basis I have, at the request of Mr. Brewin, appointed a small Committee consisting of the Supervisory Committee assisted by Dr. Ho Kai, the Senior Unofficial Member of the Legislative Council, and the Reverend T. W. Pearce of the Church Missionary Society, both of whom are Members of the Governing Body of Queen's College and take an interest in Education, to make full enquiry into the matter upon the lines laid down in the enclosed memorandum.

With regard to the financial aspect of the question it will be remembered that it was anticipated by Sir Matthew Nathan in the 3rd paragraph of his Despatch No. 129 of the 25th May, 1906, that an annual expenditure of $4,299 would be sufficient for the purposes of the scheme; and this sum was accordingly included in the estimates for the present year. The widening of the scope of the original scheme since the above estimate was made has led to a considerable increase in the attendant expenses, to defray which I propose, subject to Your Lordship's approval, to set apart a total sum of $2,050 for the current year.
