I have the honour to submit for the consideration of His Excellency the Governor, a scheme for the re-arrangement of the positions and salaries of the subordinate English Staff of this college. I have spent some time in maturing the scheme and trust that its details will be found to have a tendency to increase the efficiency of Queen's College.
Briefly the recommendation is that instead

of four Senior and five Junior English Assistant Masters, there should be appointed a Normal Master and four Senior and four Junior Assistant Masters.

The position of Normal Master is in England clearly defined. He is a Professor of the Art and Science of Teaching. His duties and responsibilities are onerous, he is well paid, and except in the event of promotion the appointment is permanent: as it is believed, and rightly, that the value of the Normal Master increases with lengthened experience. In Queen's College we have no such Normal Master, but a Senior Master is granted an allowance for temporarily discharging the duties of Normal Master. He may hold the post like Mr. Tanner for a couple of years, or for six, as Mr. Ralphs will probably do: but on his going on leave a new man will be appointed, who will doubtless continue to hold the post until his own turn for leave arrives. I submit that the dignity and efficiency of the office are seriously affected by its temporary character, and beg to recommend that the office of Normal Master should be made a permanent and pensionable one: the salary being
