Referring to Your Lordship's Despatch No. 101 of the 22nd May last, I have the honour to state that the Head Master of Queen's College is strongly of the opinion, in which I concur, that the slow rate of promotion in the College and the importance of the post of Normal Master are such as to justify the provision of a permanent pensionable salary for the appointment at a higher rate than that attached to the post of Senior Master.

I enclose a copy of the letter in which Dr. Bateson Wright first suggested the creation of this post, and I venture to express the hope that Your Lordship will see fit to reconsider your decision and approve the arrangement suggested by Sir Matthew Nathan.
