believed by the public that the Sterling Salariés Scheme
was designed to improve and that it did improve the
financial prospects of the Civil Service, and I have little
doubt that, if the facts of the case were placed before the

Unofficial Members, they would again endorse the opinion
expressed by one of their number at the meeting of Council
called to consider the question of granting double Ex-
change Compensation that "in sanctioning this further
grant... we are doing nothing but justice to our Civil
Servants".
