In reply to Your Lordship's Circular Despatch of the 29th January asking for information on the subject of the operation of Shipping Rings or Conferences, I have the honour to transmit copy of a report by the Harbour Master and copy of a letter, with its enclosures, from the Chairman of the Chamber of Commerce, dealing with the question. It is to be observed that the Chamber of Commerce has not answered the questions appended to Your Lordship's Despatch.
2. As far as I have been able to ascertain there is no one in this Colony connected with Shipping who is not associated with some one of the Conferences represented here. The information in the report of the Harbour Master and in the letter from the Chamber of Commerce on the subject of the operation of the Conferences is drawn
