Sir,
I have the honour to acknowledge the receipt
of your letter No. 2957/07 of the 21st instant, with reference to the recent defalcations of the shroff Ng Fung Fu, requesting me to show reason why I should not refund the amount missing to the Treasury, if it is found otherwise irrecoverable, and to give categorical answers to ten accusations which have been made against me in my capacity of Public Officer.
As the latter will to a large extent carry
with them the explanation of the forger, I will first do my best to answer them, as well as the nature of the charges permits, and will then state for what sums in the deficit, I wish to disclaim any responsibility.

Financial Instruction No. 58 has reference
to 'officers other than the Treasurer and the sub-accountants who receive, in their public capacity, duties, licences, fees, rent, or other moneys', and does not therefore apply to my case, since I had been informed by the Treasurer that I was a sub-accountant of this kind. However, arrangements were authorised by His Excellency the Governor, on the Treasurer's advice, for the weekly transport of money to Hongkong, involving an average remittance of some $4,000, during the period of rent collection. The despatch of moneys from out-stations to Taipo was arranged by me and always punctually performed.
