That the Cash Book and the Rent Roll were properly kept.

5. That you ensured that the fees for Warrants were collected and properly accounted for.

6. That you omitted to see that monies paid out of the Treasury for refunds of overpayments of Crown Rent were promptly paid over to the recipients and duly accounted for.

7. That you omitted to see that receipts were issued only in accordance with Financial Instructions Nos. 54 and 55 providing that all such should be from a proper audit numbered book issued by the Treasury.

8. That you failed to make prompt enquiry into the circumstances of the absconding shroff having been absent without leave.

9. That you rendered incorrect Collector's Accounts to the Treasury.

10. That you failed, apparently, to give any supervision whatever on the matter of the collection of and accounting for the various items of Revenue at Tai Po.

I am to remind you that on the occasion of the defalcations of Ip Wai Lam last year you were furnished with various detailed instructions explaining the manner in which sub-accountants were expected to carry out their duty under the Financial Instructions, and to request that your reply to the above may be sent in to me within one week from date, as the matter will have to be reported to the Secretary of State.
