With reference to the recent defalcations by Ng Fung Fu the Shroff at Tai Po, I am directed to inform you that so far as can be at present ascertained by the Audit Officers the total amount missing comes approximately to the sum of $1,082.15 and to request you to be good enough to show reason why you should not be held responsible for the refund of this amount to the Treasury under the provisions of Financial Instruction No. 5 in case it is found otherwise irrecoverable.

I am also to request you to answer categorically the following accusations which have been made against you in your capacity of Public Officer, viz.:

1. That you neglected to see that Financial Instruction No. 58 was complied with in respect of the payment in of balances of revenue collected:

2. That you neglected to see that Financial Instruction No. 80 in regard to the use of such balances was complied with or alternatively:

3. That you neglected to see that advances of salary made out of the cash collected were promptly repaid by the Treasury and the total paid into the Bank:

4. That you omitted to see that the Shroff's collection...
