Sanitary Department. As Acting Registrar-General for over 16 months, Mr. Messer also gave complete satisfaction. He is possessed of great industry and energy backed by a splendid physique which is of importance for outdoor supervision in the Sanitary Department, and he has a very equable temperament which would be of much help to him as President of a Board constituted as is the Sanitary Board.
3. Sir Matthew Nathan was, I think, of opinion that Mr. Hallifax might be the better candidate for this post. He has a better address. But taking the two Officers all round I do not think there is anything to choose between them. Mr. Messer is the Senior Officer and having recently married and being now the father of a young son the promotion would materially assist him.
4. In the event of Your Lordship approving this appointment I have to recommend Mr. S. B. C. Ross as successor to Mr. Messer as Assistant Land Officer.
