I have the honour to transmit, for Your Lordship's information, the enclosed advance copy of a summary of the revised Estimate of the cost of the British Section of the Kowloon-Canton Railway.
2. This estimate does not include the following items:-
Workshops:- The cost of these depends on their nature which again depends on the Joint Working Agreement with the Chinese Authorities. It would of course be economical to have one workshop for the two sections. I do not think it will be possible to arrange that such joint workshop shall be in our territory. But I see no reason why this Government should not use the Chinese workshop for all except minor repairs. To establish a separate workshop capable of dealing with heavy repairs would for the short line of the Kowloon Section be a very expensive
