The Ordinance as a whole is clumsily drafted, unnecessarily diffuse and therefore somewhat unintelligible, and should, I submit, be recast in its entirety both on these grounds and also because, by reason of the alteration which has taken place in the circumstances of the migration trade since the time when the enactment became law, certain of its provisions are unnecessary and out of date.
