Objects and Reasons.
The object of this Bill is to empower ships specially licensed for the South African coolie traffic under section 21 (2) of Ordinance 1 of 1889 and returning from Durban with repatriates to proceed direct to their port of discharge in North China instead of calling at Hongkong on the return voyage as is at present necessary.
It is also desired to improve the means of safeguarding the interests of assisted emigrants and at the same time to relieve free emigrants from certain provisions as to residence in boarding houses which are found to be vexatious and unnecessary.
H. H. J. GOMPERTZ, Attorney General.
