that a twelve months' Passenger Certificate applied for and issued at Durban through the Governor of Natal and granted by the proper Authority, the Port Government Surveyor, would be accepted at Hong Kong.
Under these circumstances, therefore, I would ask your kind co-operation in presenting this matter to His Excellency the Governor, and, in return, can only assure you that every condition required by the Special License will be carried out to the letter as regards the careful fumigation of the Transports.
Should this privilege meet with your approval and sanction it is hardly necessary to point out that it will in nowise detract from the control which the Colonial Authorities exercise over these vessels.
In conclusion, I might perhaps be permitted to bring to your notice one further point in favor of our application. By the Transports omitting to visit Hong Kong on their return voyage from South Africa with Repatriates the Colony would avoid the risk of any trouble, such as I regret to notice lately occurred, arising from the presence of any objectionable characters.
